Unable to sync shared resources on a new PC with Microsoft Outlook 2007 - 2016

Description
If you are unable to sync a shared resource on a new configuration of Windows 10, 8.1, 7 and using Microsoft Outlook 2007, 2010, 2013 & 2016.  This is caused by a recent security update that Microsoft has released on October 10th 2017.

Solution
To get around this issue the current solution is to remove any updates to the Office 2007, 2010, 2013 or 2016 products from October of 2017.
